Abstract

The article analyzes the processes of the societal revolution in the interaction between the society and the state, leading to shifts in the configuration of power space. The line between political governance society (under the responsibility of the state) and control processes of its life, loses its certainty. The power field becomes too vast for the state alone to cope with the increased volume needs of the network society is in need of government intervention. Innovative type of development requires the connection of government with public self-government and self-organization. Increasingly gaining momentum, the network approach, emphasizing the increasing significance of the contour lines in social development indicates the limitations of hierarchically organized political administration, opposing to him the concept of  the management governance, in which the intensity of relations between the state and society are considered as bases of increase of efficiency of public administration, on the one hand, and democracy on the other.
