In this regard, it is important to determine how these changes are correlated with the nature of the welfare state / social state. For it forms the basis of the modern social world order, despite constant attempts to question it or at least transform it in such a way as to reduce its social responsibility to a minimum. In social policy, Russia faces a difficult political choice. One option is the current strategy to minimize the social role of the state, which is implemented in the countries of the West. Another way is to focus on the growth of the social state, which implies an increase in the social responsibility of government and business. It is connected, among other things, with the formation of a socially balanced distribution model, which is an important element of a full-fledged social state and a source of welfare growth.
