This requires a detailed consideration of questions about how at a local level provides the required range and availability of public goods and services and what conceptual approaches and practical instruments can be used to support community social balance and minimize existing inequality. The events of recent years have highlighted the social problems of Russian statehood and particularly the aspects related to the reform of the social sphere, designed to bring it into line with the new challenges of national development. Today, the most serious risks are recognized, which are caused by the lag of our country in the formation and improvement of human capital – the most valuable resource of the modern era. In Russia today there is no unity of views on the strategy of social reform. The contradictory and inconsistent policies of the LSG suggests that the Russian society still does not develop a common vision of the strategic tasks and ways of reforming the system of local government. Today necessary balanced and fully costed policies that bring together the priorities of both social and municipal sphere and were aimed not only at harmonizing the interests of different social groups, but also for accounting and reconciling divergent trends in the administrative and territorial development of our country.
