Large-scale negative changes in the environment, observed especially clearly in the second half of the twentieth century, affected the interests of all countries and peoples. Obvious was the need to revise existing models in solving the political, economic, social problems in the first place in countries claiming to be States of the common good. The growing awareness of the world community of the reality of environmental threats is conceptually expressed in the concepts of environmental security and sustainable development. In these circumstances, a professional Association of workers as one of the most important institutions of a modern civil society should play its strategic role as an important social institution of the legal social state. Without influential trade unions unimaginable well-developed, strong state built on the principles of justice and social solidarity that make up the essence of the strategic accord in a modern society.
