Abstract

The text is devoted to the discussions that took place at the fifteenth All-Russian seminar Sociological Problems of Power in the Conditions of Russian Transformation. The central place was occupied with discussion of the state of power elites, the processes going on in Europe and Russia, connected with the redistribution of power between institutions and power groups, as well as the reduction of democracy. These problems are closely related. Under the impact of the global crisis, there is an increase of the role of the administrative elites and technocratic institutions, the autonomization of the ruling elite, and the diminishing role of elections as a channel for recruiting the political elite.
