However, the major objects of enmity in recent years immigrants from Russia's North Caucasus, the natives of Central Asia and the Caucasus. It is considered that this is due primarily to cultural, socio-economic and psychological factors, as well as the negative influence of the media. While the fundamental contribution of the state-bureaucracy in the formation of hostility towards people from the Caucasus and Central Asia up to the present moment goes unnoticed. In the section that presents the results of research carried out with the support of RNF (grant No. 15-18-00138), based on the analysis of a wide range of official documents, approved by the Russian Executive and legislative authorities, it will be shown as in the mid-90s arose, and in the 2000 years of the spread of the practice of ethnically selective control, including the establishment of a system of illegal collection of personal information, census and surveillance by the natives of the North Caucasus republics, Central Asia and the Caucasus.
