Research fixes problems in the development of civil society and self-government, as people's activity, their willingness to influence life in society, the ability to take responsibility for what is happening are not significant and relevant for the population of the Rostov region. A conclusion is drawn that confirms the need to search for resources to form solidarist practices among the population of the region, especially among the younger generation.
