Abstract

The concept of public-state governance is considered. The development of institutions of public participation, mechanisms of intersectoral social partnership and e-democracy contributes to the rationalization of the interaction of power and society, to increase of  intensity of interaction between the government and civil society, as well as stimulates the reform of public administration in the direction of increasing openness and publicity, which allows more adequately to take into account the growing demand of the young, educated urban middle class in the direction of public-private partnership, more active attitude to the social foundations of their lives. The necessity of development of public-state governance  is proved. The definition of the term is given, the categories of political and legal institutions and mechanisms of public-state governance are introduced. It is shown that the grounds for sustainable development of public-state governance is the strengthening of the role and intensity of civil participation in the management procedures and processes of decision-making and implementation, reliance on mechanisms and technologies of intersectoral partnership, as well as the development of Internet technologies of public policy (crowdsourcing, network communities, electronic voting, procedures for the development and adoption of management decisions online, etc.).
