Effective development policy should take into account the non-linear nature of social and political development in Russia and in the world, as well as the presence of many historical forks in this path, including future special points on the path of world development in the early 2020s. The author analyzes the historical and modern experience of the development policy pursued by the government in Russia (including in the Soviet and post-Soviet periods). It is concluded that it is necessary to develop a unified state and public development strategy, including infrastructure projects, plans for Federal, regional and local development, as well as initiatives from below (projects of various initiative groups and network communities). The main resources of Russia's development, which currently remain poorly involved, are identified.
