Abstract

It is shown that since the 1970s in the West, and in Russia since the 1990s, the concept of social partnership in the field of public relations as a new technology of interaction of three independent forces of society-the state, business and non-profit (third) sector for the addition and mutual reinforcement of resources and joint efforts in solving socially significant problems.  It is given an analysis of the structure and principles cross-sector partnerships, it is shown that it can be a powerful generator of social innovation, the social contract mechanism that can identify, crystallize, and to promote various kinds of productive social interests that lead to the structuring of social actors who learn a civilized way to build social and political relations based on finding zones of agreement and benefits.
