Abstract

The analysis of the original tool for the quantitative assessment and monitoring of the state of public policy in the regions of Russia, which is based on indicators characterizing the state of the public sphere and the degree of development of institutions and mechanisms of public policy. Developed composite index. It is based on two private indices, namely: the index of development of public policy subjects (assesses the development of public sphere subjects-representative government, Executive power, NGO sector, business, parties, trade unions, etc.) and the index characterizing the state of the institutional infrastructure of public policy (characterizes the degree of openness and democracy of key institutions and procedures relating to systems and channels of citizens ' participation in public policy (elections, the rule of law, the possibility of conducting economic activities, civil control, etc.). The developed method of index evaluation of public policy allows: to compare the estimates of representatives of all three sectors of the community from the same region; to compare the estimates of one sector in different regions; to conduct systematic monitoring of institutions and subjects of public policy. Thus, the study allowed to typologize the regions by the nature and quality of implementation of the principles of public policy.
