Abstract

The report presents the problems and contradictions of the development of the modern social state. The main emphasis is made on the transition to the model of denationalization of social policy, when its implementation begins to involve non - governmental suppliers-non-profit organizations, primarily socially-oriented non-profit organizations, social entrepreneurs. The main difficulty lies in the nature of the Russian state, its rigid hierarchical structure, monosubject, inflexibility of behavior with new actors in the implementation of social policy. This situation shows that this process is only at the beginning of its deployment.
