Abstract

Global challenge demands transformation of the current economy into the «industry 4.0». It refers to such countries as Russia and Belarus as well as other countries. Due to the unequal economic development of these countries they need regional approach that takes into account the requests of particular regions in their industrial development and higher education. Russian sociologists offered an idea of «double modernization» (simultaneous improvement of the economy in less developed regions and transition to «industry 4.0» in the advanced regions). Realization of this strategy requests the opening of new specialties in some institutions of higher education and a broad development of innovative skills for all students. According to empirical data, such skills and competences include the openness to the innovations, creativity, motivation to additional education, ability to work with different sources of information, and social expertise.
