Based on the trends, which are described by speakers and which appear at the federal, regional, and the local levels, the authors come to the conclusion that the process of institutionalization of the Russian elites is far from being completed. Permanent institutional reformations initiated by federal power elites influence as on itself as on the regional and local elite groups. Thereby forcing them to adapt to the changing rules and orders, to spend considerable amount of time and resources on it, and as a result, leads to the decrease of effectiveness in its activities. Non-inclusion of various interest groups in the designing of the institutional changes is an important point as well. The totality of those problems and the absence of their solution induce to a new round of reformation and lead to even greater disorganization.
