Abstract

In this article, the author attempt to analyze current trendsof functioning and development of Russian social and political institutionsrelying on the materials of the reports, presented at the XVII All-Russianscientific seminar “Social problems of institutes of power in the conditions ofRussian transformation”. Based on the trends, which are described byspeakers and which appear at the federal, regional, and the local levels, theauthor come to the conclusion that there is some dysfunction of Russianpower institutions on the challenges faced in modern world. Researchers aremarked merging interests of economical and political elites. But somedemocratic trends on regional and local levels lead to the conclusion thatvertically organized system of Russian power didn’t control all democraticfreedoms and procedures.
