Abstract

The article presents the outcomes of empirical the research conducted in 2004 – 2014 in regions and small towns. Wide time range allows us to explain the situation in dynamics and show how informal rules and governmental practices transform power institutions thereby stimulating or hindering  their development. The outcomes of study allow us to conclude that regional and municipal authorities in Russia act and interact with other political players, using informal rules and practices as a tool to achieve their goals. This is quite natural. Using only formal resources is possible only in a stable political and economic situation, but during a crisis, formal rules alone are not enough.
