Abstract

The formulation of the issue of the spatial development of Russia not only in regional, but also in federal political and managerial practices is associated with a significant, so to speak, appeal contained in the Message of the President of the Russian Federation to the Federal Assembly of March 1, 2018. - to develop a large-scale program for the spatial development of Russia, and even to double the costs of implementing activities under this program. I literally quote: ... such a large-scale project means new economic and social prospects for people, a modern environment for life, for cultural and civil initiatives, for small business and start-ups - all this will serve to form a mass activity-based middle class in Russia. The question of the middle class, which from time to time arises in us and was put in this row and accentuated by the President of the Russian Federation.
