Abstract

In 2017, a study of the state of public policy at the sub-regional level (hereinafter SPP) in the Republic of Tatarstan was conducted. The study aimed to assess the quality of activities of subjects and actors of public policy, as well as to assess the activities of institutions and mechanisms of interaction between the government and civil society in 4 cities of the Republic of Tatarstan (Kazan, Naberezhnye Chelny, Nizhnekamsk, Almetyevsk). Three target groups were surveyed in each of the 4 cities. A total of 368 respondents representing the most active and competent representatives of three segments of urban communities - municipal authorities, small and medium-sized businesses, managers and members of NGOs were interviewed. To assess the quality of the activities of the subjects and factors, a new criterion – functionality was proposed. The report will describe from the perspective of this criterion all the actors and actors of the sub-regional PP
