Two topics are meshed - what is a citizen in Russia and how he could be formed. The ideas of the founding fathers - Karamzin, Speransky, Pushkin, Ouvarov - were interlocked in the article. All of them were state oriented thinkers, and prefered to keep distance from being essentially europeans. Karamzin established this tradition. Puskin and Speansky believed into the necessity to enlight imperors firstly, and Ouvarov put once and forever in Russia the tradition, according to which civic education could be possible only in the stream of state interests and under its control.
