Abstract

The article deals with the development and implementation of the policy of integration of the Russian people and adaptation of migrants through the formation of the Russian political nation, civic consciousness. The paper presents a complex way of making consensus decisions from the Constitution of 1993 to the Strategy of state national policy and the changes made to it in December 2018. the debates and the main counter-versions of the policy towards the Russian nation and civil identity on the part of liberal politicians, nationalists and supporters of consensus decisions are Shown. On the basis of representative monitoring sociological studies – RLMS-HSE and the Institute of sociology of the Federal RESEARCH center of the Russian Academy of Sciences of 2005-2018 it is shown on what representations of Russians the Russian civil identity is based. It is argued that it is not an alternative to positive ethnic identity, but is combined with it. The author analyzes what political ideologies can find support on the basis of mass moods. Conclusions are drawn about the directions of improvement of policy in relation to ethnicity and interethnic relations.
