These characteristics are observed and analysed on the basis of English and Russian sociological literature and three Russian cases (fires in Central Russia in 2010, floods in Krymsk in 2012, and a fire in the library of the Institute of Scientific Information on Social Sciences in 2015). The key characteristics of emergent volunteer groups in disaster situations are new forms of collective action; these groups can take different forms and have different number and qualification of participants; they are often set of the local residents.
