Several scholars treat risk communication as traditional model of information transfer. It is shown that programs of risk communication in foreign practice are based on methodology of information promotion for the benefits of risk producers and evaluations of risk of communication managers. The main postulate is to recognize the indisputable trustworthiness of the information provided to consumers. The author substantiates the methodological productivity of sociological conception of communication and responsibility, where the main postulate is not to provide information, necessary for producers of risk, but to create a common space of representations, estimations of risk and general attitudes, and eventually the space of admissibility of risk and security status.
