Abstract

In the article some connections of characteristics of interaction of the population and regional authorities on the solution of the social problems arising in the course of activity of territorial-industrial agglomerations are considered. The selected parameters of the behavior of actors of political interaction are considered as a starting element for the analysis of a wider context of relations in the fi eld of civil practices of solving social problems. The fi rst level in the structuring of the object is the problem fi eld at the level of agglomeration and assessment of the eff orts of the authorities to resolve the situation. Both components are studied by identical tools for almost half a century through the prism of public assessments of public actions of functionaries in a particular sphere of realization of vital needs of people. In each of the measurements (n1969=2239, n1990/91=9672, n2012–16=13082) stable stereotypes of the relationship between the authorities and the population, expressed in the constancy of the “fi gures” of estimates and the types of their conjugacy were revealed. On the basis of representative data in relation to the population of the RSFSR and the Russian Federation, the connections of stable typological groups of estimates of the parameters of everyday life and the performance of their civil functions by the local authorities with the socio-demographic characteristics of the subjects of social activity are considered. The analysis of the information displays on the pattern of sharp diff erentiation of a wide fi eld of mass consciousness in the contour of “power – population” at the regional level. The reliability of the facts is confi rmed by the tested mathematical apparatus.
