Abstract

The purpose of this article (in two parts) is the study of the development problems of small cities of Russia, harmonization of the urban space and the socio-economic system of the small city, the implementation of development strategies of small cities taking into account the views of different actors: the authorities, the business community, unions, associations, trade unions, NGOs, educational institutions, solidarity groups and individual citizens, and permanent scientific support for policies at all stages of their implementation, constant monitoring of the effectiveness of the measures. The research method is statistical analysis and sociological survey. The information base of the article is based on all-Russian statistical data and a sociological survey of 16 small towns in 8 regions of Russia. The obtained results are formulated in analytical terms and to define strategies for socio-economic development of small towns, which were fixed developed jointly by all stakeholders, the priorities of this small town, ensuring its competitiveness in the short, medium and long term in the following areas: economic development; human capital development; improving the investment climate; development of urban infrastructure; improving the efficiency of municipal management; agglomeration integration.
