Abstract

Higher education among rural youth today is far from rare however, its qualitative and quantitative characteristics lag behind urban indicators in many respects and act as a result of negative social selection, pushing rural youth to the lowest universities and specialties in terms of prestige and attractiveness, which largely determines behavior graduates from rural areas on the labor market. For most, a diploma serves as a “parachute” to “land” in the city. A minimum of qualified personnel returns to the village and here their educational resources most often turn out to be excessive (which does not exclude insufficiency) for the actual needs of the village. Nevertheless, the general educational, socialization component of these resources contributes to the creation of an atmosphere oriented towards modernization, forms a request for innovation, new technologies, village internetization, and, on the whole, changes the general cultural climate in the village. It is in this sense that it is possible to talk about the constructive role of the educational resource of young cadres, despite their possible inadequacy to the needs of the village, as a predisposition to its sociocultural arrangement in the future The desk type study was based on a secondary analysis of sociological and historical research regarding the situation of rural youth in the higher education system and the labor market in historical perspective and at the present stage.
