Abstract

The purpose of this article ( in two parts) is to study the problems of small cities development Russia, harmonization of the urban space and the socio-economic system of the small city, the implementation of development strategies of small cities taking into account the views of different actors: associations, associations, trade unions, NGOs, educational institutions, political groups, private citizens, and permanent scientific support for policies at all stages of their implementation, constant monitoring of the effectiveness of the measures. The research method is a sociological survey and statistical analysis. The information base of the article is based on a sociological survey and statistical data on 16 small cities in 8 regions of Russia. The results obtained are formulated in the form of proposals for defining strategies for the development of small cities, which would consolidate the development priorities developed jointly by all stakeholders this small city, ensuring its competitiveness in the short, medium and long term in the following areas: ensuring economic development; human capital development; improving the investment climate; urban infrastructure development; improving the efficiency of municipal management; agglomeration integration.
