Abstract

The collective work comprehensively analyzes the goals, objectives, subjects, mechanisms and tools of modernization of Russia. The role of the Russian ruling elite, the main driving force of modernization of the country, is considered. For the first time, proposals are being formulated to create an effective state - the main tool for modernizing Russia. The subject of special analysis is the basic spiritual and moral aspects of the country's modernization. The problems of strengthening national security in the context of transformations are revealed. Proposals for improving the political and legal system are summarized. New ideas are proposed for involving civil society in the reform process. New proposals for the modernization of the Russian economy are being formulated. The key issues of Russia's social development in the context of reforms are highlighted. The problems of strengthening the Far East and improving Russian-Chinese relations are examined. Collective work is addressed to the ruling elite, economists, political scientists, sociologists, philosophers, lawyers, modern history researchers, journalists, and the general public.
