A review of the mobility of students, young researchers in modern socio-economic conditions on a global and national scale. An analysis is given of the developmental features of international student support programs for Russian universities. The authors point out important aspects of modernity: academic mobility tends to grow in line with the growth in education; developed leading countries of the world support their citizens through national academic mobility programs; The brain drain process is still a problem in a number of countries. An interesting analysis of the participation of Russian young researchers in European academic mobility programs. The national governments of most countries of the world, denoting the importance of academic mobility in the development of the country's scientific, economic and sociocultural potential, are active in providing targeted financial support to their citizens, both in training and in conducting research abroad in the framework of various scientific and educational programs. As a rule, the operators of such programs are the national Ministries of Education and Science or specially created academic mobility agencies. Agencies of this kind organize and conduct competitive selection of candidates for study abroad, build cooperation with foreign universities, in which they send their citizens to study. They also provide organizational and financial support to their students studying abroad. In some countries, the designated services are engaged in the recognition of foreign documents on education and are working to facilitate the employment of citizens who have returned after foreign studies.
