Abstract

Modern society is largely the result of the transformation that has taken place in the nature of social development, labor relations, and welfare. Practice has shown that such an institutional organization that excludes excessive gaps in financial status is more effective and stable. One of main tasks of social policy is to create conditions that actually ensure equality of opportunities. Meanwhile, in the modern world, the long-term trend of increasing social inequality puts issues of justice and legitimacy of the model of income and property distribution on the political agenda. This negatively affects the state of social cohesion, which is weakened as social inequality increases, creating serious socio-political risks for society. Therefore, a sense of social injustice is exacerbated in it, which objectively shapes and strengthens social conflict. Social policy can be effective if it is formed and implemented on the basis of consent, synthesizing the conflicting social interests. In this case, the basic formula, the consent algorithm, must be selected. Given that issues related to social policy, income distribution and labor relations are very sensitive for the majority of population in Russia, issues of equalization and justice should be highlighted as inextricably linked with the task of developing and strengthening the country.
