The main components of this phenomenon are power and business. In the country, at the Federal and regional levels, corrupt feedback structures of government and business have been formed. There was a symbiosis of the business community and dishonest officials, which is a criminal system in the field of distribution of state budget expenditures, where extortion, kickbacks and other forms of embezzlement are widespread. The authors conclude that the persistence of this phenomenon is primarily due to the weak effectiveness of state measures in the fight against corruption networks and the lack of development of domestic institutions of political self-organization of civil society.
