In addition to the analysis of the correspondence, this article also considers factors that cause a violation of it. They were studied on the example of a number of industries with a high level of employment of skilled labor, distributed among segments of the primary and secondary labor markets. The analysis showed that the qualifications of workers varying across these segments remain the main factor differentiating earnings. Other factors include the shortage and excess of personnel, as well as the social significance of labor, the prevailing estimates of which need to be adjusted.
