In 2017 this project was implemented in four municipalities of the Republic of Tatarstan (Almetyevsk, Kazan, Nab. Chelny and Nizhnekamsk). The methodology is described, including the model of the developed index of MPP (hereinafter WFP), a list of MPP institutions and mechanisms, which activities were evaluated by representatives of three groups of respondents-local authorities, small and medium-sized businesses and the non-profit community, formats of in-depth interviews, focus group description, etc. Surveys covered nearly 370 people. For each institution and mechanism, the values of the criterion of viability are calculated separately, which allowed them to be divided into three groups - viable, weak viable and unviable. Graphically, the viability of institutions and mechanisms is visualized in the form of histograms. For all 4 cities under study the Institute of municipal healthcare got into the category of the weak viable.
