Abstract

The Introduction of modern forms of information and communication technologies and the increasing share of project-based network forms of civil participation have contributed to an increase in the involvement of citizens in various forms of interaction with authorities: they often seek to actively participate in the formation of the socio-political agenda. The emerging network society inexorably contributes to increasing the intensity of interaction between the government and civil society, as well as encourages public administration reform in the direction of increasing openness and publicity, which makes it possible to more adequately take into account the growing demand of the young, educated urban middle class in the direction of a more active attitude to the social foundations of their lives.
