The definition of human potential is given and its structure is highlighted. Six indicators were calculated and selected that characterize the physical, intellectual and cultural aspects of human potential, including natural population growth, life expectancy, the number of alcoholics and drug addicts, population coverage by education, visits to museums and theaters, and the number of registered murders. For each selected indicator, private indices of human potential are constructed, regions with the best and worst index values are identified. Further, on the basis of private indices of human potential, the integral index is calculated and its regional assessment is presented. A cluster analysis was carried out for the calculated components of human potential and 10 clusters were identified that unite regions with similar values of individual components of human potential. A qualitative assessment is given for each obtained cluster. The results presented in the article reflect the level of regional differentiation in various components of human potential and can be useful in strategic planning of the development of territories.
