Intelligence is considered as one of the basic cognitive abilities of a person, which allows him to adapt to new conditions and non-standard situations, including migration. Based on empirical research and scientific papers, the article shows the relationship between such indicators as the level of economic development, life expectancy, and the level of education and intellectual potential of the country’s population. The article also discusses the Flynn effect, including the history of its origin and approaches to its interpretation. The article analyzes the flow of labor migrants to Russia, including from key donor countries — Central Asian States, in the context of the theory of human capital. It is indicated that Russia in the conditions of depopulation needs to attract migrants and develop adaptation and integration programs to increase the number of Russian citizens due to migration.
