Special attention is paid to the analysis of expert interviews confirming the conclusion that the involvement of youth in additional education has a significant impact on the formation of civic position, social activity of youth. The study revealed that nonyouth organizations, not administration are engaged in active youth development but individual activists - employees of cultural- leisure institutions and additional education.Concludes that government support is needed both in the field of additional education, and leisure and cultural to avoid the outflow of young people from small towns.
