The state authorities intend to purposefully stimulate digital changes in society and all its subsystems in the medium term (until 2030) to meet the Russian Federation's breakthrough development challenges. The problem is that the state's institutional and projective activity is developing faster than the research and prognostic capabilities of the Social Sciences.
