Abstract

Municipal public policy (hereinafter-MPP) includes the programs and priorities of the authorities, mechanisms and technologies of their implementation, developed taking into account the expectations and with the participation of the main groups of civil society-small and medium-sized businesses, non-profits and public organizations through their representatives. It is namely at the local level that public policy gets its full expression. In 2019, we conducted a study of the state of institutions and mechanisms of MPP on the basis of two regions of the Central Federal District-Kostroma and Yaroslavl regions. It showed that the municipal PP has its own characteristics as a socio-political phenomenon. According to a specially developed questionnaire in 2 municipalities of two regions of the Central Federal District-Kostroma, Krasnoye – on the Volga, Yaroslavl and Rostov- a survey of 3 target groups of respondents was conducted. A total of 359 people were interviewed, representing the most active and competent representatives of three segments of urban communities - municipal authorities (153 respondents), small and medium-sized businesses (108 respondents), leaders and members of non-profit organizations (98 respondents). On the basis of the collected empirical information, the values of the MPP status indices for each of the 4 municipalities (hereinafter referred to as MO) were calculated. In addition, for each institute and mechanism of the MPP, the value of the criterion of their consistency as well as the criterion of functional completeness of the actors of the MPP were calculated.
