The material is structured on the basis of reports from organizations that have formed the best practices of zero waste, scenarios were identified depending on the stage of development of the waste management policy. EU cities have great opportunities in the autonomy of the organization of the NNO, and a large percentage of processing, in Russia there are only a few cities, with recycling 60%. In both the EU and Russia, it is assumed that there may be a variety of successful scenarios, but its depend on a thorough analysis of the waste life cycle, morphology and the level of interest and resources of existing stakeholders. Priority should be given to WSS and recycling with a radical move away from incinerators and waste sorting. Success increases the introduction of economic incentives for all stakeholders in providing separate waste collection, the abandonment of disposable items, the development of separate waste infrastructure to solve individual environmental problems of cities, the development of a suitable logistics and utility tariff, an active social policy for the promotion of separate waste infrastructure.
