Abstract

The authors declare that in order to achieve the goals of the socio-economic development of the region, internal sources and human capital of the region are of decisive importance. In turn, intangible factors, including the family policy of regional power structures, are the most important for its growth. At the same time, the principle of state paternalism, necessary and sufficient for the formation and implementation of this policy, acquires special significance. The authors show that in modern conditions soft paternalism is more in demand, focused not on prohibitions of undesirable family behavior, but on stimulating preferred models of its functioning.
