Abstract

Modern management is being transformed as the economy increasingly acquires a level of education that is increasingly focused on the management of intangible objects. The ways of development of human, organizational capital and capital relations of organizations, regions and cities are considered. It is noted that for the development of human capital, it is advisable to conduct a targeted personnel policy for the selection of qualified personnel with appropriate competencies.
