At the same time, the implementation of export activities faces a number of legislative restrictions and legal barriers, as well as the complexity of state and legal regulation mechanisms, which are mostly rooted in the past. The analysis of historical sources, documents of previous years and those in force at the time of the study allows us to establish historical patterns of state policy for teaching foreign students at certain stages of the state's development and develop theoretical foundations and approaches to improve state regulation of the export of educational services at the present stage. The author concludes that at the level of Russian legislation, there was no separation of state-legal mechanisms for supporting the promotion of Russian education abroad in the context of the development of export activities of Russian university and in the context of soft power. In this regard, it is important to note that at this stage, the separation of these two state-legal mechanisms to support the promotion of Russian education abroad is a key task of legislative policy in the field of education
