The research method is the analysis of statistics and materials of sociological research. The information base consists of statistical data on the whole of the Russian Federation, its republics, territories, regions, autonomous districts and individual cities, as well as the results of sociological studies conducted in various cities of Russia, typologized by the characteristics of population, administrative status, level and profile of socio-economic development, spatial location. The results obtained are formulated in the form of analytical statements and proposals aimed at to improve the system of urban development strategy, to form the content of the strategy, within which the document should include a set of basic and additional sections, and their composition depends on the type of city. For different types of cities, a system of strategic goals and priorities for the main areas of socio-economic development of the city is defined. The areas are linked to the urban development index: economic development, human capital development, improvement of the quality of the urban environment, development social infrastructure. A set of typical priorities for the socio-economic development of the city is proposed.
