Abstract

The article presents an analysis of the state of institutions and mechanisms of municipal public policy (MPP) in Simferopol based on the index approach. From these positions, its institutional design is considered, and the features of the MPP are analyzed from the point of view of the viability/insolvency of institutions and mechanisms. It is shown that in Simferopol, a discontinuous type of municipal public policy has been formed, and business representatives ' assessments of the activities of MPP institutions are significantly lower than those of the authorities, NGOs, and employees of municipal institutions. In General, the nature of the current public policy at the municipal level in Simferopol is characterized by the properties of state paternalism, which somewhat limits the possibilities of local self-government as an institution of civil society. Some dysfunctions in the field of public interaction between the municipal authorities, the non-profit community and small businesses are revealed. The need to strengthen the dialogue between the authorities and representatives of the local community and promote new interaction technologies, including digital ones, was noted.
