The article presents the methodology and methodology for studying the features of the state of institutions and mechanisms of municipal public policy, as well as its subject cross-section based on the index approach. The article considers the institutional features of local self-government, analyzes its features from the point of view of the viability of the institutions of the MPP. The analysis of the specifics of rating of subjects of municipal public policy that allows you to assess the quality of implementation of social potential of all parties public interaction at the level of local municipalities. According to the obtained integral index assessment, Sevastopol has developed an almost centered type of MPP, when the value judgments of representatives of municipal authorities, small and medium-sized businesses are consolidated, and the assessments of employees of municipal unitary enterprises and members of the NGO community have slightly gone beyond the consolidated space. The potential for growth is more present in the groups of representatives of local authorities and municipal institutions. Peculiarities of organization of local self-government in cities of Federal value does not allow to fully realize civil and democratic functions of the local governance, which leads, according to low subjective component of the local public policy: public the capacity of the NGO sector, local business and the Institute of MSU is assessed as low for their activity potential. The general situation with a complex of problems and dysfunctions in the system of municipal public policy calls for strengthening the role of local self-government bodies in ensuring the quality of life and intensifying the inclusion of all active participants of the MPP in all processes of public life at the local level of government. Based on the results of the study, recommendations and suggestions in this direction are given.
