The subject of the study is the main provisions of the social state concerning the older generation in Russia. The purpose of the work is to identify possible ways to improve the effectiveness of the functions of the social state in improving the quality of life of older people. In the course of the study, the definition of the social state and its regimes is presented. It is confirmed that the result of the establishment of the liberal regime of the social state in Russia was a decrease in the index of human development, i.e. the ability to lead a long and healthy life, gain knowledge, and achieve a decent standard of living, which was especially evident in the 1990s. It is proved that the goal of the pension reform, which was carried out without taking into account the life expectancy of the population and the state of health of men and women, to change the ratio between the resources of the Pension Fund of the Russian Federation and their obligations to pensioners, was not achieved. In relation to the older generation in Russia, decisions have always been made within the framework of the elected liberal regime, examples of which are the provisions of the pension reform of 2018. Its implementation did not lead to an increase in employment, nor to an increase in the income of older people. The article confirms that demographic aging remains a significant social challenge. In the context of the intensive process of demographic aging of the population and the need for technological modernization of the economy, the main challenge for Russia is the lack of a clear ideology associated with the ability of a person to freely make life choices. The directions of increasing the effectiveness of the functions of the social state in improving the quality of life of the older generation are given. It is concluded that Russia has everything necessary for the formation of a new quality of the social state as a constitutional perspective that is being implemented.
