Abstract

Purpose. Analysis of the State Program for Assisting the Voluntary Resettlement of Compatriots Living Abroad to the Russian Federation to determine the quantitative and qualitative indicators of its implementation. Procedure and methods. The state program is considered as one of the effective tools for the implementation of the state migration policy, contributing to the attraction of compatriots to the Russian Federation. The article lists the types, identifies the features of the program-target instruments of public administration in the spheres of social and economic development of the country and its security. Arguments are given in favor of ensuring a clear link between the goals and objectives of the public authority, with the planned quantitatively measurable results and the necessary financial resources. Methods of statistical analysis, analysis of scientific literature, analysis of materials provided by federal executive authorities were used. On the basis of the systemic and institutional approaches, the problems and prospects of the state's resettlement policy in relation to compatriots are considered, ways of their solution are substantiated. Results. Proposals have been prepared for public authorities to improve the process of attracting compatriots to the country and further regulatory regulation of this area. Theoretical and / or practical relevance. The materials contained in the scientific research can be used by federal and regional executive authorities performing functions for the development and implementation of state policy and legal regulation in the field of migration, including those affecting the organization of resettlement and settlement of compatriots.
