Abstract

The article analyzes the features of the state of the public sphere and public policy at the regional level through a specially developed research tool YAN-index on the basis of large-scale sociological research on the subject of index assessment of the state of civil society in the regions of modern Russia. This allowed us to solve the problem of typologization of regional public policy based on the calculation of the YANG index of the development of subjects of the public sphere and the YANG index of the state of institutions and mechanisms of the PP. The developed index was applied to the study of the state of municipal public policy and its institutions on the example of two regions of the Central Federal District - Yaroslavl and Kostroma. Studies have revealed a tendency that, depending on the level of socio-economic development of the subject of the Russian Federation, various types of sub-regional public policy are formed, which, accordingly, are characterized by different levels of consistency of its institutions and mechanisms.
