Abstract

Based on the expert interview and a survey of focus groups in 16 Russian small towns, the main reasons for the outflow of youth from small towns to regional centers and large cities were considered. Attention is paid to the analysis of surveys conducted in small towns of the Stavropol Territoryit is confirmed that the availability of infrastructure in the field of educa-tion and cultural leisure, jobs, as well as the involvement of the younger generation in the devel-opment of their native city has a significant impact on the formation of citizenship, social activi-ty of youth. It is concluded that in order to avoid the outflow of young people from small towns, state support is needed in the formation of conditions for youth
